I suppose you already made the cylinder.
the holes on the cylinder you can get them with a boolean subtraction (in practice subtract from the base cylinder other cylinders of the diameter of the holes).

Well... I think you have to make a radial quotation, that is to quote the angle formed between one hole and the other. then of course you will quota the position (long base cylinder lasse) of the holes rows or the distance of the same from the edge of the cylinder(tubo).
