we use "special glue" (I have proe in Italian ...) with translation option in x and y directions (eventually there is also the possibility to add rotations).
It is great, the only thing to do is to maintain the native form to be able to serialize the copy then turn it off through the levels, but if it is a public (as you wrote) the game will be even easier.
