you must first assign the numbering within the poduct by clicking the "genera numeration" icon.
then go to the 2d and, with the frame of the activated view, choose the "create balls" icon (in the creation menu).

Once you create the balls, you have to reorder them all. After moving them manually, you can use them to align and detach them, the appropriate icon on the 2d "position of elements" (the icon is represented by 3 small squares indicated by 3 arrows).

...anke holding ctrl always goes to snaps, I would not want some option to be active that prevents the free movement.. .

I reconnect to this discussion because I followed the directions but when I make "create balls" it creates the balls with the name of the piece and not with the letter or number.

is because you messed up in the ball field that default is on numbering. . .
go to menu/options/mechanical design/drafting/ annotations and detailing/pallining and selections numbering
