from 1 January 2019 the obligation for public procurement from 100 million euro has entered into force.
the obligation will be extended from 2020 for smaller amounts, up to works of less than 1 million euros, for which the period from 1 January 2025

(clearly the mod can erase my post)if you give a punctual reading to the article: "preliminary compliance with contracting stations") of the decree itself where it is specified that "the use of methods and tools of the code of public contracts is subject to the adoption by the contracting stations, of: a) a staff training plan in relation to the role played, with particular reference to the specific electronic methods and tools, such as modelling for construction and infrastructure, also in order to acquire skills related to information management and verification activities using such methods; b) a plan of acquisition or maintenance of the hardware and digital management tools of decision-making and information processes, adapted to the nature of the work, the process phase and the type of procedure in which they are adopted; c) an organizational act that explicits the process of control and management, data managers and conflicts management", it is easy to understand how difficult the decree, under these conditions, will be able to enter regime especially for those small administrations that have shortages of men and means.
among other things there is no sanction system in case the decree is not applied and, therefore, even after the deadlines provided for in Article 6, the contracting stations will be able to do what they want.
