if you have 3/4 operators working h24 7/7 on revit then you also have the budget to buy licenses (always you don't propose on the market by making you pay in bottle caps). Otherwise you could buy 1/2 and alternate the operators; while one uses revit the other is in the yard or draws a metric compute or...
