block only the scale of the layout windows and allow the pan

good morning to all, do you find there is a procedure/lisp/script to block only the scale of the layout windows?
the window block I use it but I would need to leave only the unaltered scale while leaving the possibility
to center the view with the pan.
currently within double click, unlock, center, block, exit, but as you well know the wheel is really birichina, it is a moment to touch it and change scale.

the window block serves to avoid zoom operations, including the pan.
instead of unlocking and "panning", why don't you leave it stuck and act on the grips of the window? so you will be sure of the scale, maybe losing some time to move the entire layout window.

is just what crystal suggests to you: the window can "stiracchiare" in every direction and the drawing below does not move. to move the drawing (maybe to align it to another view), I move the whole window instead of the grips. I hope to be explained.
Unfortunately gstarcad (unlike autocad), does not keep the design still moving the grips....

thanks to the answers, it is an alternative definitely, but not faster, indeed.
it would force me to move the vertices to center the drawing, move the window to the correct location in the page layout and move the truths further to give it the exact size.
In general it is not a problem to unlock and re-lock but for series work, that is standardized all the same I would rather not have to take care of the stairs. Not to mention that sometimes the scale kicks off of a little type 1:9.99998 putting me in trouble with the texts and annotative quotas.

Look at you video, the panvp command should be what you need.

the attached file contains panvplocked.vlx, the command to use is panvp.

p.s.: I ask moderators, add the vlx extension would be good.
