cad 2016 issue relative distance compared to a snap (extension)

I can't enter a relative distance from a snap p.to, I think and hope there's some variable to set but I don't know what it is.
example of problem:
active the line command and I want the first point to be drawn to 100 units compared to the top of a high object along the extension line that appears to video.
I do the operation and the first point of the line starts from all over the design.

What do I do?

osnap is active, I point on the edge of the existing object, I wait for the extension line, vertical example, I would like to type 100 and that the new line starts from 100 units vertically compared to the snapped point, actually starts from far away.

more trivial, give the command (line, circle, pline, ...), then click with the right and choose "from" :wink:
