the minimum environmental criteria (cam) are the environmental requirements defined for the various phases of the purchase process, aimed at identifying the design solution, the product or the best service from the environmental point of view along the life cycle, taking into account market availability.
the cams are defined within the scope of the plan for the environmental sustainability of the consumption of the public administration sector and are adopted by decree of the minister of the environment of the protection of the territory and the sea.
their systematic and homogeneous application allows to spread environmental technologies and products environmentally preferable and produces a leverage effect on the market, causing less virtuous economic operators to adapt to the new demands of public administration.
in Italy, the effectiveness of the cam has been ensured thanks to art. 18 of l. 221/2015 and, subsequently, Article 34 containing “criterias of energy and environmental sustainability” of the d.lgs. 50/2016 “Code of Contracts” (modified by d.lgs 56/2017), which made the application compulsory by all contracting stations.
This obligation guarantees that national policy on green public procurement is incisive not only in the objective of reducing environmental impacts, but in the aim of promoting more sustainable production and consumption models, “circular” and in spreading “green” employment.
In addition to enhancing environmental quality and respect for social criteria, the application of minimum environmental criteria also meets the need for public administration to rationalize its consumption, reducing where possible expenditure.
