certification welded structures

Hi.
How does the certification of welded structures work?
especially if they go to civil
What rules do they follow?
is it enough that the welder has the appropriate driver's license or that the carpentry is certified?
or do we need further verifications like x-ray vision?
and in the project phase? why I am following ntc18

I think we must respect the rules where the artifact is to be used: nuclear oil & gas? lifting device? and many more.

you have to follow the industry rules. If you're using ntc2018 means you're in the civil field. you need to see in the specific sector what to do.
I tell you that the road bridges in welded steel are verified welding with penetrating liquids....so not enough a form on the sheet that says "it's ok" but it must be really.
