If I understood your problem well, you could simply open a blank drawing file, create your own folder, and save it as a template file, or create a new format type in the sheet list.

I think you have to open the sheet format you used for these drawings, edit it and overwrite it. should change in all drawings after this operation. (after opening what you used, modify it, save sheet size and subscrib the old one, after all others change automatically, always if you used the same)
 
Yes, I tried,
1 I make "sign 10" with the block inside the sink of its sheet format and then save it.
2 I make "drawn 11" with the sheet format then I change the block and save it by overriding it and except by overwriting also the sheet format
3 I reopen design 1o and the block is the one not modified. . .

when entering a block you have two options, referencing the original or not.
If you choose the second option, you also understand why behavior on your table.
Once inserted, it seems you can reassociate it to the original.
