the circle widens only if you move it from its "quadrant" points (4 points on each circle 2 on the x axis and 2 on that y); otherwise it moves

I only see endopoint and midllepoint on the edge of the circle.

I can't see the attachment, but the curved surfaces cannot be changed. you can only use the scale tool on the entire cylinder.
