I'd say you got a bug. I've still got it fast, creating an axis on the sketch line (see example). the axis and the line are in the same direction but strangely the result is different.

Maybe it's not that new. .
I tried with 2009 (I had never happened before) and the defect is the same; does not work with sketch lines but only with as real.
using a wheel/return sketch only "parallelly" on the backing plane of the father body, taking care of the inclination of the sketch line.
