which of the two is more suitable for a civil engineer who designs structures in 2d with autocad.
1-I would need to generate iron tables with length and position of each iron, and possibly I would like to print it on the same sheet of the boards.
2-I would like to increase productivity using software that automates all changes, and I saw that both are bim.

autocad civil no longer exists and in Italy has never been sold. Maybe you're referring to autocad civil 3d.
However your question has no answer as the 2 software are very different:
autocad civil 3d is developed for road, environmental and hydraulic design; autocad structural detailing is a software to draft the executives of c.c.a. and steel, not sold separately from the suite autocad revit structure
