autocad civil no longer exists and in Italy has never been sold. Maybe you're referring to autocad civil 3d.
However your question has no answer as the 2 software are very different:
autocad civil 3d is developed for road, environmental and hydraulic design; autocad structural detailing is a software to draft the executives of c.c.a. and steel, not sold separately from the suite autocad revit structure
