1)why is the measure not ready for the various scales to which it is to be uniformed?
I mean that the quota is ready for scale 1:100 (because it is that "initial" prepared in the style size) but it is not ready for the other stairs (1:50, 1:25, etc.). I already know that I can use the "add/delete scale" command to assign the desired scales to that specific measure, but it seems a bit twisted as a procedure. Is there a shorter route?

you could switch to autocad 2015 and use paper space to quote and scale plants for example.... .
 
Of course it exists. next to the list of annotative scales in the statusbar you will find a button with a bitmap that represents the stairway and lightning. activate it and change the scale you will see that the annotative objects will inherit the new set scale
