if by flange you mean lower base and upper base, it is not a cone but a cone trunk. as the figure is straight, it is necessary to calculate the height of this cone, whose summit is located at the meeting point of the 8 folds that compose it.
Being a polygon with 8 angles, each of 45°, you can consider the neutral fiber at the center of the thickness ( factor k = 0,5 ), for the calculation of developments.
