cone trunk development with disapproved centers

Bye to all,
with inventor 2008 I should realize a kind of plot, but as from object I can in no way develop a cone trunk having the two circles not on the same center. I tried in every way but nothing, I can't open it.
If I make the loft of two circles designed on the same center and then I cut the cone trunk through a very thin extrusion I can develop it without problems....but as soon as I dissolve the circles it no longer develops it.

Who's got a tip? ?
