My question is: can you create a cad program in vb.net (vb2008) using autocad libraries without installing autocad on the pc? I would need this to create an application that will then be distributed. . .

if you use the libraries of a program, you must have the installed program.
typically they are interface libraries, so the execution environment is the cad itself. However, you can use open source libraries to create a cad from scratch or, less ambitious but more feasible, change an existing cad program (of course always free or open source).
