creation of intervisibility paper and map 3d of the lazio region

hello to all I'll enlighten you immediately my problem by premitting that I have never worked with gis programs
I am struggling with a wind project and I have the problem of creating an intervisibility card, I was wondering whether with software like autodesk map 3d or as arcview 3.3 you can do something....and if you kindly tell me how I can get lazio maps in 3d since those from google earth nn are the most trusted answer to you, thanks to all those who will respond

or advise me a way to find and display a map of the lazio in 3d, for the moment I loaded the maps of google earth on sketchup but the result I let you imagine. ..cmq... give me advice also on the intervisibility card that I know just where it goes to parare

What kind of map 3d do you look for though?
only altimetrica?
tried on the cartographic site of the lazio region? Some regions make dem available.

If you leave a dem you can create them.

You're right I've been unclear, I'm putting my problem better, I have to place wind blades on the crest of some mountains to see how far these blades are visible. I also have to take pictures to an appropriate resolution, for the moment I have placed them on google earth but when I save them in images I let you imagine the resolution.... I also imported maps in 3d of g.earth on sketchup but it is all in black and white with a low definition.... in a few words I look for material and programs to do is what...you want me to do?

As for the resolution of google earth, the free version allows saving in low resolution image. for rescue at higher resolutions you need the paid version.

a gis as map 3d or arcview are good for this purpose.

for the creation of 3d maps I think you can start, as I told you before, from a dem, but if you also need a "Google earth" display, you should "dress" with photos.
