creation of level curves from listed points

hi, guys, I'm gonna have to ask you some advice on the centuries-old issue of a plot.

I only have a dwg with punctual odds. I was wondering first of all if there is a way to convert them to level curves to solve the issue with the loft command.

If this was not possible, I wondered whether it would agree to proceed with a mesh, or whether, being urbanized, even if with large differences, it was not convenient to use coons surfaces that define each street, square or lot to model.

if you decide for the first hypothesis you can use this procedure:
textpoint e dtmthe first draws points at the point of insertion of the selected texts, but at the quota corresponding to the text string.
the second creates a dtm to 3dfaces by selecting the points at altitude.
autowhorescreates level curves from a 3dface model.
