da mesh a nurbs

Good evening, I have a question.
I use rhinoceros.
There is a plug-in or a command that gives me the possibility to transform a file from stl (so in mesh format) to 3dm(nurbs)?I need such a software that gives me the chance to click the solid and turn it into surfaces that of course are not mesh.ne I have seen others but you have to reconstruct all the surface...... .

depends on what you need to use it and what kind of surfaces you need, for example on rhino you can already do it with the basic package you have the icon that turns you stl files into nurbs, but it happens that at every triangle of mesh creates a surface.
