The process you described (from mesh to nurbs) goes under the name of reverse engineering... it's not a kid's joke.

Currently there is no software that automatically reconstructs the stl object in cloud surfaces with just decent results.
there are, for rhino, plugins that make available to the tools, but the big work is done by hand.
