the decree minimum requirements replaces dpr 59/09 for the determination of requirements, the calculation of energy performance and the use of renewable sources in buildings. the decree introduces newness in the mode of verification. Conversion factors in renewable and non-renewable primary energy are indicated in the calculation of their indices.
in case of new construction and important renovation, now, the minimum requirements are determined by the use of the reference building, according to the type of building and the climatic bands; This means that the new intervention verification system is no longer based on predefined classes and indices but on values from time to time defined in relation to the characteristics of the building that is planning. new audits are introduced on the solar reflection of the roofs and on the solar equivalent summer area to limit energy requirements for summer air conditioning and contain urban-scale overheating. the types of intervention are defined and diversified the schemes for the technical relationship (ex Law 10) for new construction, relevant restructuring or energy requalification interventions.

the scale of energy efficiency classes is totally different: the limits between the classes are no longer linked to the shape factor of the building but are calculated according to the overall performance index of the epgl reference building (2019/2021), so each building has its own classification scale.
the performance index is always rated in kwh/mq of air-conditioned surface, both for residential buildings and for non-residential buildings; the certificate therefore contains the indices for summer air conditioning and for the lighting of the rooms and the energy exported to the network is clearly indicated.
