I would make the solidine of only one "v" and then with a pattern on curve I would make copies until the right filling. I join the money in one and then subtract it to the smooth tire. If the tire is slightly bombed, you will have to make different curves on which to run the pattern (reviewing the size of the single "v" to find the perfect filling).
you can also draw one step of the tire on the floor and then use the toroidal blend.
If you have a physical sample, I suggest you make some relief as the tire should present different steps in order to remodel it equal.
in the past I have shaped many tire molds, and the difficulty is proportional to the precision you want to get.
