Yes, considering the 13 meters as a minimum radius is not wrong. However, since it is not well specified by the legislation, I have some doubt that it is too precarious especially if it is, as in my case, of photovoltaic fields where I doubt that the vvf medium arrives with scale and however it must not move between palaces.
