do the snaps as with the pem screws: how?

Hello, sometimes I happen to use screws or bolts or pem inserts and I noticed that when I go to place the object "snap" to the hole i.e. you understand that I stand putting a screw in a hole and put it inside me.

If I build an insert myself how do I insert this property?
