I use version 17, the dynamic operation should not work if you have fixed step, unless the distance between the two parts is a whole multiple of the parts, or if you have "click with shift key" and then he recognizes the reference only if you hold shift pressed, finally if the two bodies do not have the faces oriented parallelly along the direction of the shift it is better if as reference of the second part you select a vertex or a edge.
