the Ministry of Economic Development has updated the procedure scheme for the granting of authorization to carry out training courses for the energy certification of buildings at national level.
the update became necessary following the legislative changes introduced by the decree “destinazione italia” (dl no. 145/2013), converted into law no. 9/2014. This measure raised from 64 to 80 hours the minimum duration of the training course necessary to become energy certificate of buildings. Moreover, the obligation of the course has been cancelled for some categories of graduates.
the legislation provides that training courses for energy certificates of buildings can be carried out at national level by universities, bodies and research bodies, councils, orders and professional colleges.
the article 2 paragraph 5 of dpr 75/2013 provides an exhaustive list of subjects who can carry out, at national level, training for the energy certification of buildings and the relevant final examinations the courses are authorized by the Ministry of Economic Development, in agreement with the ministries of the environment and infrastructure.
at the end of the course the participant will have to take final examination conducted in accordance with the following modalities:
a) admission of the candidate subject to the verification of the minimum mandatory frequency (85% of the total hours of the course);
b) presence in the examination committee of an external expert in the organising body of the course, which has not participated in the activity of teaching or organization of the course; the external expert must possess one of the titles indicated in article 2 paragraph 3, letter a) of dpr 75/2013 and an adequate experience (at least five years) in the field of energy certification of buildings with function of total supervision. the cv of the external expert - that must be produced with the documentation attached to the application of authorization - must be made in the form of a substitute declaration of act notorious pursuant to article 445/2000 and must report the authorization for the treatment of sensitive data, pursuant to article 13 of Legislative Decree 196/2003;
c) performance of the final test in front mode. the test must foresee a written test aimed at evaluating the understanding of the topics covered in the course and an oral test focused on the discussion of a bee. oral exam is subject to overcoming the written test.
