pursuant to Article 5 and Annexes i and ii of Directive 2010/31/ue, this Regulation establishes a comparative methodological framework for the use of Member States to calculate optimum levels according to the costs of minimum energy performance requirements for new and existing buildings and building elements.
the methodological framework specifies rules to compare energy efficiency measures, measures incorporating energy from renewable sources and packages and variants of such measures, based on the primary energy performance and the cost assigned to their implementation. It also establishes the methods of applying these standards to certain reference buildings in order to identify optimal levels according to the costs of minimum energy performance requirements.
Among other things, the importance of binding fiscal and financial incentives to comply with the result of the calculation of costs for the reference building is underlined.
