I reversed with geomagic and got a surface that encloses a volume.
How do I make it completely solid?

as long as the surfaces are closed ( union + composition) in partdesign with the command "closes a surface" that is found together with cutting

Hi.
just because, maybe, it could also serve you in the future (to you or someone reading), "be aware" that is not said the surface should be completely closed.
could also be opened, the important thing is that the edges of the open part ( 1 or more) are exactly on a floor. a simple case that illustrates this possibility is an extrusion as surfaces of a circle. while having only the "vertical" walls, the "solid" command works equally.
