ground level indication

I would have a doubt that it is closer to curiosity than anything else: the indication of where to consider the ground, as absolute reference of the orientation for the design of the machine, how should it be indicated?
My colleagues say that it is clear that the reference is linked to the view on the lower left, I think it is not (therefore the supplier has not understood how to consider it).
Is there a law on this?

I think that indication doesn't say anything. even at what height is the base levelWhat would be the main view that level refers to?
but, above all, what's the point in building that frame?

the frame are the dimensions within which to build a heat exchanger, so the flow sense of the fumes affects the horizontal or vertical design of the same.
I agree with you that the indication at that point is confusing.
