hi has all had to reinstall caia, in particular v5r19.
The problem is, I can't find the toolbars of the product type anymore.
that of the constraints, that to update. I attach a screenshot.
Does anyone know how to find them?

you are in the wrong environment you have to go up
start > mechanical design > assembly design
the menu starts it at the top left....near enovia v5 vpm

Maybe it's the heat that gives me to the head, but in the r18 it was enough to open a product and automatically I had all the commands, or was it wrong?

as stated by stef if you look at the top right you find the workbench icon in use, and that of your photo is "product structure" and not assembly design, although it looks like.
generally catia opens with the last workbench used.
you have to open the right one
