hole with certain axis

Good evening to all,
Would someone recommend me a method to practice hollow cylinder holes (see attached figure) that have a certain axis compared to one point (see still the figure, in particular the inclinations of 3.6° compared to the y axis)? Thank you very much!

thanks motocad for the answer. I tried but for the hole I have to open another sketch and the previous one where I drew the axes disappears, or better, I can't use it.

I did! I used axes instead of lines, so I couldn't see them coming out of workbench anymore. Thank you!
