it happened suddenly, or after a particular event like:
OS update?
catia version change?
Catsetting loading?
Did you move any system folders?
In fact it seems that you have lost the icons related to the options of the offset, making the description of the commands come out, but I don't understand how.
difficult to give you a suggestion, but you can make some attempts (if you want):
1) attempt: in the sketchy environment, go on the menu-view-barre of the tools and leverages the check mark from sketcher tools, close catia and then reopen it and return it on the menu-view-barre of the tools and put the check mark on sketcher tools
2) attempt: menu-visualize-barre of tools-personality-barre tools, then slide the curtain until you find and select sketcher tools, then press the buttons: restores content and restores location.
3) attempt: sometimes just delete casetting (doing a backup copy to restore them in case nothing changes... this only if you are a little expert, otherwise leave it alone)

Sometimes it happened (usually in the passage to a higher revision) that catsetting should be erased to restart cleanly.
Catsetting are in the directory: c:\users\tuonome\appdata\roaming\dassaultsystemes (the exact address depends on environment variables) and contain caia configuration settings, then search the folder and fan a security copy, then delete all content and start caia.
the system creates "clean" settings returning to the initial configuration (you lose the settings you have made over time: background color, icon position, graphic views etc. that you will have to reset) if the problem is resolved you will reset the parameters to which you are accustomed.
if the problem is not resolved, it returns to the folder, deletes the new settings and re-sets those of the backup copy.
at this point or you hold it like this or you just have to reinstall everything.
