you can export from revit to 3ds with fbx format, but only to make renderings.
from 3ds to revit, you can use the dwg interchange format, which does not want to say that you can import the "complete" file of 3ds.
in any case, the imported file, or rather the "objects" imported in revit, can be managed as blocks, and not as "real" revit families

I do not know 3ds, but usually in export, you must save the file in dwg, or if that is not possible, give (export) only the views in dwg (i.e. 3d, or a view of plant/prospect/section).
