impossible to create external references

I am using virtual.lab 9 which leans on v5 chain to create geometry. I imported a set in step format, in which I have to introduce reference systems that all have the same orientation. unfortunately I can't select the axieme reference system, getting as error: cycle detected. this does not happen if the axes of the reference system to be clicked, are located in the same part. Do you have any advice?

not using catia but something that leans on it..a feeling I thought to put the post here....but obviously I was wrong. Excuse me.
