impossible to insert texts

I see a warning when I select the text tools that tell me:
impossible to upload/create 'html' type of dialogue, id = 41510001 from the "text editor" dialog box.
In fact, it doesn't make me insert any text. what can depend on? can be resolved without reinstalling?

I solved thanks, I didn't see that few lines back there was someone who had the same problem.
