hi I have no idea if even if you're enrolled in the atbo to sign projects... when I worked for a company of my parts that builds ulm was the manager of the company that assumed all responsibility while not being an engineer.
where I worked for ulm in addition to project signatures to prototypes, all stress tests on fuselage/ali etc. were made. with high loads and were both static and dynamic stress, in fact certify the ulm to +6g and -4g
I don't know if they've changed any laws about it, try to contact the technom that seems to me to be in the country and ask if they give you information about it.
