I also tried to reproduce a partial section like yours on a cylindrical piece of 1/2" gas diameter and makes me exactly the same joke that you do.
ie on the complete section works perfectly, while when I go to quota the partial section, I can select one edge, the other does not let me select it, as if I clicked in the void.

I think that's how the command is done and that it's not a hole, though if it's done so it's hurt. You don't miss it.
