compare my and your file and you will figure out how to set new plans, rotate them
and copy them to a certain point you set.

I would have done a sketch of revolution, quoting between the face and the point of the hole and put a relationship on the plane between the point and the right plan.

you just have to take into account that there are not all the same rules and options of 2d sketches. the constraints however use them quietly about the same way; draw an axis from the hole point to the pin axis (for the latter I used the provisional axes without further loading the sketch) and give it perpendicularity. The axis of the hole you put it in the right floor and you have everything nice straight and normal. then quoting 3.5 mm from the hole (point or axis is indifferent) to face upper pin round and here you are the positioned hole and the defined sketch.View attachment Perno1.rarLook at the file. activates/visualizes the temporary axes and controls the constraints in the 3d sketch of the hole.

by default the holes are always normal to the face.
In your case, maybe you wanted the axis to coincide with a plan in particular.
If that's it, you just had to relate the point to a plan.
