lisp - multilayer

Good morning to all,
Can you create a lisp function that reads a hidden attribute on the current layer and according to that you see another layer?
If yes, would you be so kind to give me some tips?

reading the autocad developer guide, I can't find anything related to lisp, instead with vba there are some methods to read from blocks, but to me it takes in lisp...
