Is it possible to make the measurements rounded to +/- 0.5 example 10,4 becomes 10 - 10,5 remains 10,5 - and 10,6 becomes 11?? ?

I do not speak of tolerance or alternative units, but of the possibility that it was present in autocad to establish a rounding threshold.

yes you can do this in autocad, or set how many figures must be present after the comma and their rounding.
the only defect is that 10,5 becomes 11 if I remember well ............... But I might be wrong.

in microstation is always there where I indicated you, it was enough to change the last menu:
element > dimension styles > geometry > units and then change, at primary pleasure and secondary units, and their accuracy

you remember well,I this rounding to the upper decimal,from 5 up,to the decimal inf from 4 down,I know it,it would miss use creo,I referred to the rounding all autocaddese 10.4 becomes 10 - 10,5 remains 10,5 - and 10,6 becomes 11
