I am trying to move on layerb a block created on layera but it happens, at least for me, a strange thing; the object remains of the layer color and if I turn off this layer, the object in question also disappears. contrary, if I select it and look at the properties, the object results of the layerb

It seems that you don't always understand but come back as you say; I did another test now and actually the object is moved to another layer even if it remains of the same color (but that I think depends on the fact that it is a block).

happens because the object properties are anchored to the layer where the block is defined, and not to the layer where the instance positions.
because the layer change has the effects you want to redefine the block in a new layer, I don't think there is a way to edit the layer of a already created block.
