I did not find a function that allows me to change the diameter of the selected holes.

if you are on catia v5 check if the holes were made with the matrix. If you, changing the first should change them all.

from the image you seem to be in the sketch environment (I imagine, but you could also add it).
I see you made a circle of diameter 31 and many other circles that recall the first.
did you then extrude in modalita size? That's not what a hole does.
However if you have done so now select all the odds you want to change and give the new input.
