the certificate of energy certification for properties located in the Sicilian region must be drawn up by a technician who is:
outside design and direction work;
a regional list of qualified subjects.
it has established the decree 3 March 2011 of the allotted energy and public utility services of the Sicilian region that contains "dispositions in the matter of energy certification of the buildings in the territory of the Sicilian region".
the decree previews that the technicians interested in the activity of energy certification make application of registration to the regional department of the energy that will release an identification number to the certifying technician. This number must be reported in certification certificates.
Moreover, the decree stipulates that the certified technician, within fifteen days from the delivery to the buyer of the ace, sends copies to the regional department of energy.
each energy certification certificate will be awarded a unique regional identification code, which will be used to identify the property in the building's energy register even for any subsequent changes or variations of the same certificate.
from the date of sending the certificate of energy certification to the regional administration, the certified subject has the obligation to retain for five years the documentation relating to energy analysis and technical documentation relating to the building or certified property.
the regional department may have audits and controls, including sample, on the regularity of the ace sent to the regional administration, as well as on the requirements of the certified subjects.
from 21 September 2011, all ace without the identification number of the certified subject will not be considered valid.
the certificate of energy certification, as well as methods of calculation of energy performance, must be drawn up according to the provisions of Legislative Decree 192/05 and s.m.i. and must follow the "national guidelines for the energy certification of the buildings" -d.m. 26 June 2009 - and what provided by the decree 3 March 2011 of the Sicilian region.
the ace, finally, has validity of ten years from the date of release by the certified subject and must be updated in case of interventions that involve changes to the energy performance of the building.
