notice on overcoming size

Good morning.
I ask if you can set a notice when you go over either on the max or on the min a certain size.
Specifically, by going to make flanges on which a metal plate with rivets should be applied, it happens that by changing the outer diameter we forget to verify that the holes for the rivets do not move to the point not to allow the fixing of the plate.
Currently we make an arc sketch between the center of the holes that must be between 31 and 33mm; I ask if you can set an alarm that alerts me if the length of the arc exceeds from this range.

you would first constrain the sketch so that any size you put, do not take undesirable forms, remember that each element you sketch can be "solid" or "construction" and that you have the possibility to put points that will generate a perpendicular axis to the skech surface (on which then put the holes).
