overlap of dwg

Bye to all,
I have the dwg file of the planimetry of a house and the dwg file of an orthophoto (recovered by the municipality) in which the same house is visible.
Can you tell me how I can overlay the two things using autocad?

I tried to open the file with the map and from there the function " insert dwg file", but it doesn't seem to work

1. open the photo dwg,
2. insert block and click on "wife..." to insert the dwg of the planimetry,
3. specific insertion point on the design, while scale and rotation leaves at 1 and 0 respectively,
4. insert the planimetry near the orthophoto,
5. use the command line to overlay information
