pdmlink licenses

Hello, everyone.
I ask you my question:
I wanted to understand how ptc licenses work.
We are now a company that has 15 cad pro/e stations and each has the intralink client 3.4 together with pro/e.
now we have 10 licenses of pro/e competitors. 5 were sufficient as we never reached the 15 licenses used in total.
from what I have understood now I should buy 15 licenses for each username that accesses pdmlink since even oral endorsers have to access the system (with domain username) to be able to approve the project.. .
If I understand correctly I should:
- purchase 15 pdmlink heavy user licenses (since each user has pro/e - including endorsers )

My question is:

1) Can't endorsers use a light license? and not heavy user? The thing I'm interested in is that when they have to approve, they can see the project before they approve it. .
In this regard, if I remove pro/e from the client, do the endorsers have a way to see the project before giving the approval? (maybe through product view lite or free? )
2) Do I also need to buy productview for each client?
3) Are oracle licenses still "inclusive" in pdmlink as in intralink 3.4?

Given that I am not clear about the structure of your ut (approvals, users, competing licenses...), from the information in my possession I think you should buy a license for each user.
