Hello.

I would need to understand which is the normative reference that obliges the employer
to periodically check the devices (rei doors, emergency lamps, fire extinguishers etc.) installed at their own business regardless of type.
is part of d.m 10/03/98 or in the new law 81?
for absurdity,
a holder of an office rather than a small bar (so free from practice of fire prevention) with inside no employee,
but with the presence of outside public (customers) to what regulation is subject?
in case there were employees it must comply with Law 81 to ensure safety to employees?

for the activity with employees (socie and family members who help to manage the activity, are equal to employees regarding safety at work) refers to the provisions of 81/08.
However, even in the case of the absence of employees (and activities not subject to fire prevention), but with the presence of customers, the "salvaguard of the adventurists" must be evaluated, in general, through adequate provisions and presidi.
In essence, even if there is no "obligation" of application of specific norm, in case of accident the property responds. For example, if in case of emergency there are no adequate escape routes from the premises, adequate signage to locate the exit, etc. the emergence of damage to persons, is aggravated, in possible criminal proceedings, by the lack of such presidi.
