I was looking for someone who had a license for this old 2d program to explode all the blocks/quotes of the design because otherwise the converter in dxf does not work.

maybe you refer to the old personal designer 4d computer vision
has been put free since 1996 ....
download it free of charge from this site: http://www.4dgraphics.net/ and they don't need licenses.
in 1993 used the minardi in f.1!! !
