pointer "paste"

Hello everyone,
as from title, I find myself with this problem.
the mouse pointer when working in the graphic window, tends to freeze, to go to snaps or stay still for a few seconds without possibility to move, as if you "glued" to something, at any point, not obligatoryly on an entity, indeed it does it especially in the free field, and especially when I call a construction command or a type command questions or measure.
scrolls without problems on the command bar or on any other point that is not the graphic window.
I tried to change the mouse, to activate/disactivate the snaps to object or similar,activate or disable anything,
but the situation does not change.
Any ideas?

Obviously, it's the first thing I checked.
Anyway, so much to understand, it's like you have the grill snap always activated.
I also noticed that it is tied to the speed with which I move the mouse, if I move it fast, it seems there is no problem, if I move it slowly, it pastes

I remember that years ago it happened to several colleagues, but I don't remember how we solved it.
